# Unified Control Plane for Enterprise AI Agent Governance
This presentation explains how enterprises can govern, scale, and optimize AI agents that increasingly do more than answer questions by calling APIs, moving data and money, updating records, and running workflows. The speakers argue that traditional API governance is not enough for agentic systems because agents need the right context, correct tool selection, audit evidence, token-cost visibility, and controls over which agents call which tools or other agents. They frame the solution around Persistent’s three Cs—core, context, and coordination—combining existing integration assets with semantic context and human-in-the-loop workflows. They also describe governor.ai, built from Persistent’s GenAI Hub Studio and Kong’s AI gateway, as a control plane that centralizes policy enforcement, authentication, PII guardrails, observability, spend management, model routing, and a kill switch for rogue agents. Customer examples highlight faster governance rollout, easier LLM changes, and safer enterprise-wide reuse instead of project-by-project controls.
